Notice of Race

1.RULES:
1.1.The Organizing Authority is US Windsurfing.
1.2.The event will be governed by the rules as defined in the Racing Rules of Sailing Windsurfing Competition Rules (RSS-WCR).
1.3.The Rules of the participating classes as amended by the Sailing Instructions.
1.4.No national prescriptions will apply.
1.5.If there is a conflict between the Notice of Race and the Sailing Instructions, the Sailing Instructions will take precedence.

2.      ADVERTISING
Boards may be required to display advertising chosen and supplied by the Organizing Authority.
 
3.      CLASSES AND DIVISIONS   
3.1.   The participating Windsurfer Classes shall be:
3.1.1. Green Fleet – Boys & Girls with 1 year or less of racing experience May utilize any board and a sail of 6 meters or less.
3.1.2.      Dagger board Windsurf Class – All Divisions (Any board):
3.1.2.1. U21 – Under 21 years of age on December 31st, 2023 (Sail up to 9.0 meters)
 
3.1.3.      Open Wind foil Class – All Divisions (Any foil board):
3.1.3.1. U13 – Under 13 years of age on December 31st, 2023 (Sail up to 7.0 meters)
3.1.3.2. U17 – Under 16 years of age on December 31st, 2023 (Sail up to 8.0 meters)
3.1.3.3. U21 – Under 21 years of age on December 31st, 2023 (Sail up to 9.0 meters) 
3.2.   A minimum of 3 competitors is required to constitute a Class.

4.        ELIGIBILITY AND ENTRY
4.1.The regatta is open to competitors under 21 years of age on December 31st, 2023, as applicable. Eligibility by
       divisional age groups are determined by the competitor’s age on December 31st, 2023.
4.2.Eligible competitors may register online google form and bring a check to BBYC  
4.3.Online entry will close on December 27, 2023 at 19:00hrs EST for all Classes and Divisions.
4.4.A competitor entry is not valid until the entry fee is paid.
4.5.The following shall be presented upon registration if requested:• Proof of age• Evidence of valid third party
       insurance
4.6.Parental Permission Form - must be completed for those under age of 18
4.7.Coaches and team support personnel may register online. Evidence of valid third party insurance must be
       presented at the race office.

5. FEES
5.1.The required entry fee for all classes and divisions is $125
5.2.Entries accepted at event registration may incur a late fee of $25.
5.3.All fees must be paid in US Dollars, and taxes are included.
5.4.A full refund, less a $50 processing fee, will be granted to those entries canceled by December 21 2023, 18:00hrs EST.


6. RACE FORMAT
6.1.Classes will have separate starts.
6.2.Divisions within the Class may race together but will be scored separately, depending upon entry numbers.
6.3.A maximum 5 races are scheduled each day for each Class/Division, in a maximum 15 race series.
6.4.Three races are required to validate the regatta for each Class/Division.

7. SCHEDULE
7.1.Registration of competitors and support boats will be at Biscayne Bay Yacht Club between 16:00 – 18:30 on
      Tuesday, December 27th, 2023.
7.2.Dates of racing and scheduled warning signal times:
●Friday, December 29th – Warning Signal 12:30
●Saturday, December 30th – Warning Signal 11:00
7.3.No Warning Signal will be displayed after 15:30 on Saturday, December 30th, 2023.
7.4.Award Ceremony Saturday, December 30th following racing.

8. EQUIPMENT & EQUIPMENT INSPECTION
8.1.An Equipment Registration Form, which will be available at registration, shall be returned to the Event Equipment Inspector by the end of registration.
8.2.Equipment inspections may be made at any time during the event.
8.3.Unless otherwise directed by the organizing authority, boards and equipment shall be stored, launched and retrieved from the designated area at the event site.
9. SAILING INSTRUCTIONS
The Sailing Instructions (SI’s) will be available at registration.
10. COURSES
Courses will be as described in the sailing instructions.
11. VENUE
Competitors will sail from the Biscayne Bay Yacht Club. The Regatta will be on the Biscayne Bay.
12. SCORING
Scoring will be according to the RSS-WCR Appendix A.
13. SUPPORT BOATS
13.1.Support boats shall be registered with the Organizing Authority.
13.2.Each support and coach boat must carry a VHF radio and monitor the channel provided for each of their sailors’ course at all times while on the water.
13.3.Evidence of valid third party insurance must be presented at the race office for each support boat.
14. SAFETY
14.1.Every competitor shall wear a personal flotation device that shall conform to the minimum standard of ISO 12402-5 (level 50).
14.2.An adult (parent, guardian or designated adult) is responsible for the safety of the sailor.
15. PRIZES
15.1.Prizes will be awarded to the first three competitors of each constituted Class/Division.
16. OFFICIAL CEREMONIES
Competitors are requested to attend all social functions in connection with the regatta.
17. RISK STATEMENT
17.1.Rule 4 of the RRS states: “The responsibility for a sailor’s decision to participate in a race or to continue to race is hers alone.”
Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk.
By taking part in the event, each competitor agrees and acknowledges that:
17.2.Each sailor is aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves and their equipment to such inherent risk while taking part in the event;
17.3.Each sailor is responsible for the safety of themselves and their equipment and other property whether afloat or ashore;
17.4.Each sailor accepts responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;
17.5.Each sailor must ensure their equipment is in good order, equipped to sail in the event and they are fit to participate;
17.6.The provision of a race management team, safety boats and other officials and volunteers by the race organizer does not relieve any sailor of their own responsibilities;
17.7.The provision of safety boat support is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances;
17.8.The fact that the Race Committee conducts inspections, or not, of equipment does not reduce the responsibilities of each competitor set out in this Notice of Race.
18. INSURANCE
Each participating board is required to hold adequate insurance including third party insurance, and it is the owner’s sole and inescapable responsibility to ensure
insurance is in place and adequate prior to participating in this event.
19. RIGHT TO USE NAME AND LIKENESS
In registering for the event, competitors automatically grant to the Organizing Authority the right in perpetuity to make, use and show from time to time at their discretion,
any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Event as defined in
the Notice of Race and Sailing Instructions in which he/she participates without compensation.

ACCOMMODATIONS AND PARKING:
● Hotels and apartments are available near the venue, but reservations should be made early because of the holidays.
● Parking is not available at BBYC, but there are several public parking lots within 1 block of BBYC.
